The verdict

Go if you have a spare 20 minutes downtown. Tower of Songs is the one to see, and you can take it in from the street with no ticket. If Cohen matters to you, add the Saint-Laurent mural and Parc du Portugal across from his old home on Rue de Vallières. It is a detour, not a destination.
